The Giving Green Fund plans to award a grant to the Bipartisan Policy Center (BPC) for its work on federal permitting, clean firm power, and grid reform. BPC is a U.S.-based nonprofit that promotes bipartisan policy, including on energy and climate.

What is the Bipartisan Policy Center?
The Bipartisan Policy Center (BPC) is a U.S. based nonprofit founded in 2007 that drives principled solutions through rigorous analysis, reasoned negotiation, and respectful dialogue. By bringing together Republicans and Democrats—and providing them with the space, policy insights, and evidence-based research needed to negotiate in good faith—BPC helps turn legislators’ best ideas into passable, durable laws.
The BPC Energy Program prioritizes conducting policy research and education, convening thought leaders across sectors, and promoting the implementation of programs with the Executive Branch. BPC’s issue areas include clean energy innovation, permitting reform, climate and trade, and the intersection of artificial intelligence and energy.
What Are We Funding, and How Could It Help Address Climate Change?
We are supporting BPC’s work on clean firm power, grid reform, and clean energy permitting and siting. BPC plans to explore the role of state policymakers and grid operators (e.g., ISOs and RTOs) to inform and develop policy recommendations that support clean firm power and improve transmission and distribution infrastructure. This work will also include reviewing grid management practices to develop solutions related to resource adequacy responsibilities and cost allocation. BPC will also leverage its strong working relationships with individuals in Congress, the Executive Branch, and government agencies to advocate for bipartisan permitting reform and accelerating clean energy projects.
In particular, BPC plans to use Giving Green’s funding to help support staff time, event expenses, and the organization of a Permitting Summit.
In our strategy report on unleashing clean energy in the U.S., we identified advocating for market and grid regulatory reform as a promising sub-strategy. We also have a positive impression of addressing permitting and siting challenges for clean energy projects, which can speed up deployment and de-risk technologies by reducing costs and making project timelines more predictable. We believe BPC’s proposed work is well-aligned with our strategy. In general, we think BPC can help address climate change by bringing clean energy technologies onto the U.S. grid more quickly, preventing lock-in of new fossil generation.
Why Do We Think BPC Will Use This Funding Well?
We think BPC will use this funding well based on its historic wins and ability to work with policymakers on both sides of the aisle. BPC’s recent historic wins include helping to increase the U.S. Department of Energy’s funding each year since Fiscal Year 2018, and inclusion of its policy language in the Energy Act of 2020, the CHIPS and Science Act, the Infrastructure Investment and Jobs Act, and the IRA.
We further believe that BPC is well-positioned to keep succeeding due to its close working relationships with Republicans, who currently hold power. We think BPC’s experience and ongoing success are especially important given the narrow margins in the current Congress and the need for bipartisan solutions for any policy to pass.
Giving Green believes that additional climate donations are likely to be most impactful when directed to our top nonprofits. For several reasons, we may choose to recommend grants to other organizations for work that we believe is at least as impactful as grants to our top recommendations. We are highlighting this grant to offer transparency to donors to the Giving Green Fund, as well as to provide a resource for donors who are particularly interested in this impact strategy.
