Vasudha Foundation is a leading Indian think tank that takes a data-driven and analytical approach to advance energy transition and climate action.

What Is Vasudha Foundation?
Vasudha Foundation, established in 2010, facilitates evidence-based decision-making for policymakers to accelerate clean energy transition, climate action, and sustainable development in India.
Vasudha’s Energy Transition team develops data repositories, conducts data-driven analysis, assesses barriers to scaling clean energy solutions, and provides policy and implementation support to reform the power sector. Vasudha Foundation works closely with central government bodies, such as NITI Aayog, and state-level governments, including departments in Kerala, Uttar Pradesh, Madhya Pradesh, Tamil Nadu, and Odisha. Its flagship projects focus on supporting the development of renewable energy and electric vehicle policies, as well as assisting stakeholders in their effective implementation. The organization also contributes to the development of state-level decarbonization roadmaps through detailed supply- and demand-side modelling scenarios.
What Are We Funding, and How Could It Help Address Climate Change?
As part of our focus on strengthening grid infrastructure and accelerating sub-national energy transition in India, we are funding Vasudha Foundation to provide technical assistance to state utilities and support capacity building. Vasudha aims to advance this work through four key activities:
- Grid planning support: Assessing existing infrastructure and identifying near-, medium-, and long-term upgrade needs while strengthening data-driven decision-making for an increasingly complex power system.
- BESS pilot facilitation: Supporting the planning and facilitation of battery energy storage system (BESS) pilots to derisk, build technical confidence, and demonstrate operational value of BESS for utilities.
- Demand assessment and planning: Analyzing the impact of electrification on the distribution infrastructure and supporting supply-demand planning.
- Product support: Developing digital tools for planning, assessments, and forecasting, and creating knowledge materials with best practices to inform other state utilities navigating similar challenges.
By helping utilities plan proactively for renewable integration, storage, and new electrification loads, this work supports grid strengthening, flexibility, and modernization, enabling faster integration of renewable energy while maintaining grid reliability. With an emphasis on replicability, the digital tools and knowledge materials aim to extend to a wider cohort of utilities.
Why Do We Think Vasudha Foundation Will Use This Funding Well?
Vasudha Foundation has a consistent track record of translating technical analysis into durable policy and institutional outcomes. In the past, Vasudha has also supported a range of stakeholders in national and state governments on net-zero roadmaps and energy transition planning. Some of their notable initiatives include the India Climate and Energy Dashboard developed for NITI Aayog, the UP Solar Cities Portal for Uttar Pradesh, and MP EV Tarang for Madhya Pradesh. They have also demonstrated strong technical expertise through several innovative initiatives, including battery refurbishment pilots and other clean energy and mobility projects.
Through our previous grant, Vasudha expanded its state-level energy transition work and deepened engagement with state governments. This grant would build on ongoing work through a dedicated focus on state utilities, several of which—including utilities in Kerala, Delhi, and Uttar Pradesh—have requested Vasudha’s support on energy transition planning.
Philanthropic funding for technical assistance and capacity building for utilities in India is limited. Our analysis of power sector barriers highlights grid infrastructure and planning as the key bottleneck to renewable energy deployment in India. We believe Vasudha Foundation's technical capabilities, credibility with state-level actors, and emphasis on replicable outputs and implementation-orientation make it well-positioned to address this bottleneck.
Giving Green believes that additional climate donations are likely to be most impactful when directed to our Top Climate Nonprofits. For several reasons, we may choose to recommend grants to other organizations for work that we believe is at least as impactful as grants to our top recommendations. We are highlighting this grant to offer transparency to donors to the Giving Green Fund, as well as to provide a resource for donors who are particularly interested in this impact strategy.
